AI in Africa opens up new battlefront for China, US

The US and China are in a new race to shape the development, use and governance of artificial intelligence in Africa, even as African countries scramble to devise their own AI policies.

The two countries have in recent weeks stepped up efforts to collaborate with African countries on attracting AI investment and formulating policy.

At the American Chamber of Commerce Business Summit in Nairobi last week, US Commerce Secretary Gina Raimondo and the Kenyan government signed a partnership agreement meant to enable American companies to invest in artificial intelligence and data centers in Kenya, East Africa’s largest economy. Raimondo said the deal would help “facilitate data flows, and empower digital upskilling.” Kenya, Microsoft and UAE’s G42 investment group also announced the construction of a 1 gigawatt (GW) data center powered by renewable energy near Nairobi.

China declared its intention to collaborate with African countries on AI at the China-Africa internet summit in the southeastern port city of Xiamen earlier in April, where discussions focused on China-Africa cooperation in the area. China’s Cyberspace Administration pushed for the establishment of a China-Africa AI policy as well as the promotion of AI technology research, development and application including in African learning institutions.

A handful of African countries, including Egypt, Rwanda and Mauritius, have so far published national AI strategies, while several others including Nigeria, Kenya and South Africa are in different stages of developing similar strategies. But regulation of AI is yet to be adopted on the continent, despite growing calls to do so.

“The law is playing catch up to the technology,” Emmanuel Kimeu, secretary, ICT Security in Kenya’s technology ministry, told Semafor Africa, likening the rise of AI to that of the mobile money product M-Pesa which was pioneered in Kenya in 2008 effectively without regulation.

He said the government was in talks with stakeholders including the private sector as it aims to develop new laws to guide AI governance in Kenya. A project to formulate a national AI strategy, backed by Germany and the European Union, was launched in April.

“We said before creating rules and guidelines, let’s first speak to the stakeholders.”

Martin’s view

African countries must quickly channel significant resources towards AI research, development, policy formulation and applications in their countries if they are to avoid pitfalls including data breaches, lost revenue and bias in AI systems. AI deep fakes ignite fierce debate ahead of the 2024 India election

India’s 2024 general election, the largest democratic exercise in the world with over 960 million eligible voters, is being transformed by the rise of AI intelligence and hyper-realistic deep fake content. 

With this, a new generation of tech-savvy political operatives is leveraging AI to create synthetic media with political and commercial intent. 

One of the most prominent figures in India’s emerging ‘deep fake industry’ is Divyendra Singh Jadoun, a 31-year-old self-styled “Indian Deep faker” who has quickly become a go-to provider for political campaigns.

What started as a solo operation making Bollywood spoofs has evolved into a full-fledged synthetic media studio. 

“He’s since expanded because of all of the work that is coming to him,” Bangalore-based reporter Saritha Rai tells Bloomberg

“The first time I spoke to him, he said he had a couple of workers, and that was a few months ago. Then, he told me he has five other employees who help them make these videos.”

Using AI models trained on hours of authentic footage, Jadoun and his team generate uncannily realistic videos of politicians like Prime Minister Narendra Modi appearing to address voters by name. 

“The level of hyper-personalization that is possible with generative AI…You can just train the model to say the main message and then feed it with thousands and thousands of names. And it will instantly reproduce that same video and sync it perfectly with Narendra Modi calling out each person by name,” explains Rai.

AI election campaigns mimic the intimacy of in-person interactions at an almost infinite scale and affordable cost. 

Rai further notes, “a lot of the campaigning is going to be hyper personalized to the electors…a lot of it is going to reach them via their phones. And a lot of it will be AI generated material.”

Deep fakes are rife in India ahead of the election

Compounding the issue in India, Rai explains how millions of people are introduced to technology for the first time through affordable smartphones. 

A digitally inexperienced population is far more susceptible to deceptive content.

The same can also be said of older people, who, again, aren’t so exposed to the foolery of internet content.

But even among those who rate themselves as effective at identifying AI fakes, studies reveal that even when we know media is fake, it can affect our memory and decision-making. 

In addition to deep fakes designed to paint public figures in a positive light, instances of malicious political deep fakes are also becoming more common in India. 

For example, in November, fact-checker Muralikrishnan Chinnadurai spotted a livestream purporting to show Duwaraka, the long-dead daughter of a Tamil militant leader, giving a fiery political speech. 

Chinnadurai identified glitches, revealing it to be an AI-generated avatar. “This is an emotive issue in the state [Tamil Nadu] and with elections around the corner, the misinformation could quickly spread,” he told the BBC.

Last month, deep fake videos of Bollywood stars Ranveer Singh and Aamir Khan seemingly endorsing the opposition Congress party went viral, prompting police complaints from the actors.

Academics push for AI in service of Africa and its goals

Some scholars and media practitioners in Africa have called for the incorporation of training in artificial intelligence (AI) into the curriculum from elementary or primary to tertiary education levels, to raise a generation of African students grounded in developing AI systems that can enhance socio-economic development on the continent.

They said there is a need to train young Africans to become machine-learning experts and AI application developers, who will give primacy to African languages, cultures and traditions in the deployment of technologies to solve challenges confronting the continent.

In recent times, generative AI has caused huge disruptions in the way and manner of doing things in virtually every aspect of the human endeavour, creating remarkable advancements in diverse domains, including the creative sector, education and medicine.

However, Africa’s people are largely seen as consumers rather than active players in the scheme of things, a trend several participants across the continent recommended must change, during high-level panel sessions at the third African Media Convention held from 15-17 May in Accra, Ghana.

Academics as drivers of AI

Professor Admire Mare, an associate professor in the department of communication and media, University of Johannesburg in South Africa, told University World News that academics, as researchers, have a major role to play in the development of an AI ecosystem in Africa.

“We need to have our own patents for AI tools and machine-learning systems. We need to train the next generation of AI developers in Africa, and that can be done at the university. Universities must be where we see a lot of AI tools being developed,” he said.

Mare also urged governments across the continent to be intentional in funding the research and development agenda of the university towards AI development, saying that, without this, Africa will continue to depend on AI systems from the Global North, with all their shortcomings – bias, discrimination, among other issues – that come with them.

He said: “One of the key issues now is to drive AI literacy. We need to make sure that, from a young age, our people know what AI means and what coding is all about by inputting our own language systems and data and developing apps that can recognise our languages, cultures and beliefs.

“Government should not just invest in universities, but ensure technology is embedded in what we do and put the right legislation framework in place to encourage investment in the AI ecosystem. We need to ask ourselves: ‘What is African about AI?’ We can’t run away from the fact that natural resources from Africa are powering these technologies, and we are part of this conversation, but unfortunately, we are not part of the conversation as developers and change-makers.

“We are pretty much in the conversation as consumers, and it is a very sad situation. Going forward, we need to develop our own technologies that can preserve our languages, promote our cultures, and help us develop things that can move Africa to the next level,” said Mare.

AI into curriculum

Professor George Nyabuga, an associate dean at the Aga Khan University’s Graduate School of Media and Communications in Nairobi, Kenya, said Africa needs to carry out extensive research and teaching on AI to help people understand what it means, its deployment, and its effects on society.

“Scholarship in terms of research and teaching is critical to people’s understanding of what AI stands for. AI has always been there. It has only become more popular in recent years through apps such as ChatGPT,” he said.

“Another aspect is to distil AI knowledge into curriculum development from primary school to college and then university. That way, we are disseminating, not only information that is critical to people’s understanding, but also knowledge that will ensure those students understand how to apply AI and develop it to respond to African challenges. Technology is never neutral, so we need to think of how to apply it in the African context,” he stated.

Collaboration

To bring AI adaptation in Africa to fruition, collaboration between academia, researchers, AI developers, policymakers – at the level of the African Union and its member states – ministries of science and education, and regional economic communities, is crucial, said Adiatou Fatty, communications lead of the Education, Science, Technology and Innovation, or ESTI, unit at the AU Commission.

“All of these are critical actors in forging a coalition to embed AI in our education system. Africa cannot be left behind in this Fourth Industrial Revolution, marked largely by the transformation of AI. Now, education is defined largely by digitalisation, and when we talk about digitalisation, AI is at the forefront. We cannot afford to be left behind in that stride.

“We also need to be aware of African vulnerabilities when it comes to AI. Devolving AI into learning contents and resources for schools from early childhood to secondary and tertiary level should be our focus, and the AU is trying to come up with an AI strategy. It is also important to provide the necessary infrastructure,” he said.

The government said it became imperative for Nigeria to be an active participant, considering that there would soon be global convergence on the ways AI were developed and deployed by global powers

The Minister of Communications, Innovations and Digital Economy, Dr. Bosun Tijani, stated this at the opening ceremony of a workshop on National Artificial Intelligence Strategy in Abuja.

The theme of a four-day workshop titled “Developing the High Level Strategy and Implementation Plan for a National AI Strategy for Nigeria’’.

Tijani said digital technology was a reality in Asia, America, and the Europe, adding that the reality should be the same in Nigeria and Africa, as Nigeria could not afford to be left behind.

He said:  “The US, UK and Asia have inputs on how AI is developed and regulated. Right now, there are lots of silos regarding the ways and manners AI are developed and applied.

“In a short while, there will be a convergence on AI systems, so Nigeria should be part of that global super power in the development and regulations of AI.

“Any technology that has potential of a watchdog on how we think and what we do, our goals should not be restricted to what we get as a nation but what it will mean to humanity as a whole.”

FG calls for creation of African AI Council

he Federal Government has called for the establishment of an African Artificial Intelligence Council to promote uniform AI regulations on the continent.

The government also confirmed the receipt of $3.5 million as seed funding for its AI strategy from interested partners. Dr Bosun Tijani, the Minister of Communications, Innovations and Digital Economy, disclosed this during the closing ceremony of a four-day international workshop on National Artificial Intelligence and Strategy for Nigeria over the weekend.

Tijani said the African Council for AI has become imperative to ensure that uniform regulations and market prospects shape the deployment of AI on the continent.

He said, “We already have the same markets and trade regulations within Africa and in some sub-regions; it is important that the future of AI in Africa follow the same pattern for ease of transactions, shared experiences and mutual opportunities and benefits.”

Commenting on the funding, the minister stated that it was championed by foreign and local partners like the United Nations Development Programme, United Nations Educational, Scientific and Cultural Organisation; Meta, Google, Microsoft, Luminate, Lagos Business School, Data Science Nigeria, National Information Technology Development Agency (NITDA), and other agencies under the supervision of his ministry.

The funding comprises $1.5m in direct financing and another $2m invested by 21st Century Technologies in the pilot program. He further explained that an AI Collective for Growth initiative led by NITDA and run by Lagos Business School will receive funding from partners for the next three years.

“This is not just another workshop that ends today. Your efforts in the last four days will continue to make a lasting impression tomorrow, and we will ensure that AI takes the lead in Nigeria by action. We have been blessed with a partnership with Galaxy Backbone with a data centre already allocated to AI. For the pilot of this program, we have seen 21st Century Investing $2m into it.”

In his remarks, Kashifu Inuwa, Director General of NITDA, expressed optimism that if gotten right, the strategy will lay a foundation and help Nigeria achieve all its blueprints.

He said, “We need to win the battle today and shape our tomorrow, and we cannot afford to lose the battle tomorrow with the AI revolution. AI is going to be bigger than the internet.

“The Internet is said to have lifted more than 1 billion people out of poverty over 30 years through the kind of value created. So, if AI is more than the Internet, imagine what it can do. This is the right time to develop an AI strategy and become an active player in the AI race.”

Artificial intelligence and Africa

Speaking at a panel discussion on ‘Fostering prosperity through policies on artificial intelligence in Africa’, on the sidelines of the 56th Session of the Economic Commission for Africa Conference of African Ministers of Finance, Planning and Economic Development (COM), experts agreed that Artificial Intelligence presented massive development opportunities for Africa if the right policies and infrastructure were in place. 

Ousman Bah, Minister of Communications and Digital Economy of Gambia, said it was important to have the right policies to regulate the use of AI and also avert its risks, but Africa should not wait to have the regulations in place to embrace the technology.

Artificial intelligence, a fast-evolving technology that taps the intelligence of machines or software is transforming all social spheres globally. 

Research shows that the technology has the potential to contribute up to $15.7 trillion to the global economy by 2030, of which $1.2 trillion could be generated in Africa, representing a 5.6 per cent increase in the continent’s gross domestic product by 2030.

Fayaz King, Deputy Executive Director, Field Results and Innovation for the United Nations Children’s Fund (UNICEF), said necessary strategies were important to ensure that all approaches to AI from development,  deployment to use are in the public interest.

“In the effervescent realm of AI, the known,  the unknown and the unknowable is best addressed through governance with humanity at its centre, for what AI giveth, AI also taketh,”  Mr. King said, underscoring the need to bridge the digital divide by including marginalized communities in the AI initiatives.

Baratang Miya, Chief Executive of Girlhype Coders Academy, said governments should regulate and incentivise stakeholders across AI value chains with focus on Small Medium Scale Enterprises to foster innovation and equitable access to AI technologies.

Ms. Baratang said there should be a balance in policy development and humanity to ensure that the AI technology does take over. Government needs to establish ethical frameworks on the development and deployment of AI through data privacy, security, transparency and accountability in AI systems.

 Africa needs to collect more data to have access to its own data and governments need to facilitate data democratization policies.

“We really need data that speaks to Africa itself and that case for open data means we are empowering citizens and at the same time encouraging innovation and efficiency and not using data that is inaccurate,” said Miya, emphasizing that  to host proper data for countries, good cloud infrastructure, including reliable electricity access are important.

Sandra Makumbirofa, Senior economist, Research ICT Africa, said AI has transformative potential to boost African economies through effective financial inclusion , employment creation and enhanced public service delivery. 

However, most of the market value of AI was realised  in in United States and China, she said, citing research by UNCTAD. It was therefore important for African countries to actively participate in global fora to ensure their interests were represented.

“Our database is inadequate for global policy making,” Ms. Makumbirofa noted. “The data that we have as African countries is not represented in the training of AI models. This means that the AI that we are using in Africa from foreign countries does not necessarily have the African context and therefore we are not able to use them efficiently as we can.”

Contributing to the discussion, which was moderated by Dorothy Ooko, Head of Communications and Public Affairs for Africa at Google, the UNECA Executive Secretary, Claver Gatete, highlighted that most people were not aware of AI and a drawback of AI was its dependence on data which has to be accurate.

Mr. Gatete said the development of infrastructure such as internet connectivity was key to tapping the benefits of AI and that the technology must be shared among countries to avoid inventing the wheel.

“Out of the 1.6 billion people who are not connected,  Africa really is one of the biggest places where we are not connected. If you are not connected you cannot even talk about AI. We need infrastructure, we need energy investment going hand in hand with the IT infrastructure,” said Mr. Gatete.

AI: the African opportunity

From healthcare to agriculture, AI has the potential to transform life in Africa for the better. But with limited funding and talent on the continent, Africans still need to be persuaded that it is in their interests to pursue an uncertain future defined by new technologies, writes Harry Clynch.

In 2021 the London-based Lloyd’s Register Foundation ran a survey that sought to assess how optimistic people around the world are about the potential of artificial intelligence (AI) to improve their lives.

The foundation polled 125,000 individuals across 121 countries and asked whether respondents believed AI would “mostly help” or “mostly harm” people over the next two decades. Arguably the biggest takeaway from the exercise was how starkly the responses varied by region.

In Eastern Asia, just 13% of people thought that AI was mainly a bad idea. Almost 60% of those surveyed answered that the technology would “mostly help”. To different extents, the consensus was the same across Europe, Oceania, and Central Asia.

The four regions most sceptical of AI? Central and Western Africa, Southern Africa, Northern Africa, and Eastern Africa, in that order. Indeed, Eastern Africa was the only region anywhere in the world in which more than half of people surveyed thought that AI technology is likely to be a source of danger and harm. Clear majorities in Tanzania, Kenya, and Uganda were all worried that AI will prove dangerous. The report cited relatively low levels of internet access and less exposure to technological developments as one potential reason that Africans appear to be less positive about the potential of AI.

But there may be another reason – that people are understandably fearful of an emerging technology whose own proponents accept could be a revolutionary force. AI, which has many different applications but essentially works by using complex algorithms to analyse large datasets and make instant decisions, is seen by some as awesome in its potential power.

Promoting fears of a dystopian future

Given this, AI critics often express fears that the technology could ultimately become uncontrollable and far surpass human capacities – heralding a dystopian future of mass job losses and societal collapse.

Sam Altman, the CEO of US pioneer OpenAI and brainchild of ChatGPT, hardly helped dispel such concerns when he said – albeit jokingly – that “AI will probably, most likely, lead to the end of the world, but in the meantime, there’ll be great companies.”

Mehdi Sayegh, co-founder of AI Connect Africa, a technology hub in Abidjan, tells African Business that “there remains this idea in some places that AI is evil… people still do not know if AI is secure and if their data is safe.”

“There is also the issue of digital literacy – we lack people who are trained in AI or even understand it,” he adds. This is true as much for businesses as individuals, according to Kennedy Chengeta, an AI entrepreneur in Pretoria. He says that many African business leaders “are still not sure what value the technology offers their business and how they can make profits from using it”.

While Chengeta notes that the continent’s banks are a notable exception to this trend – First National Bank (FNB) in South Africa has already implemented AI solutions to enhance fraud detection, for example – he is concerned that, more broadly, there is a lack of understanding.

“There is a gap between businesses and technology companies,” he says. “We need greater interaction between the industries so businesspeople can better realise the potential of AI.”

A transformative impact

Amal El Fallah Seghrouchini, executive president of the International Centre of Artificial Intelligence of Morocco in Rabat, agrees that AI has an image problem in Africa. She is leading an “AI Movement” that seeks to deliver a more positive message about AI – to emphasise how the technology can be transformative for Africa and for standards of living across the continent.

“We need to show that we can really solve fundamental problems,” she says.

Seghrouchini notes that Africa has already had a taste of how the technology can drive up standards in critical industries. In agriculture, AI-powered tools have been used in Africa to analyse farm conditions such as rainfall and soil health and deliver actionable insights in real-time, allowing farmers to make the appropriate changes and drive up crop yields.

Venkataramani Srivathsan, managing director for Africa and the Middle East at global agri-business Olam, previously told African Business that “with AI’s help, applying the right inputs, pesticides, or treatments at the right time can determine the success or failure of a harvest … this technology can transform not just individual farms, but also the sector on a previously unimaginable scale.”

In healthcare, AI has been used to help clinicians and policymakers track the spread of infectious diseases. A recent project in Mozambique saw healthcare workers use portable X-ray machines that were connected to an AI program to analyse the outbreak of tuberculosis in a high-security prison. Affected prisoners were identified and diagnosed within minutes.

Hope for healthcare help

Alexander Tsado, co-founder of the Johannesburg-based activist group Alliance4ai, notes that prescriptive AI tools – which use algorithms and data to recommend specific actions in any given situation – could prove particularly valuable in healthcare settings.

“Prescriptive AI can help increase access to basic healthcare in villages,” he says.

“Today, the public [especially in remote rural areas] tend to have little access to doctors as none are close by. People have to use their life savings to travel further or to go to cities for answers to very simple questions – questions that you should be able to receive an answer to by sending a text message to an AI model.”

Such technological solutions could prove vital to a continent with a chronic lack of doctors and medical professionals. Nigeria, for example, has one doctor for every 5,000 patients, while the average in developed markets is one doctor for every 254 people – with Africa often struggling to retain professionals who are lured by the higher salaries available overseas. AI tools could help plug this gap by offering individuals much quicker and cheaper ways to access basic medical information.

“We still have a lot of people die in Africa from diseases that are not that complicated,” Seghrouchini says. She believes that AI tools providing essential facts and advice could drastically reduce the number of fatalities caused by conditions such as malaria, tuberculosis, and diarrheal diseases – illnesses that are major killers in Africa but are usually manageable with even rudimentary healthcare provisions.

Tsado thinks that banking is another crucial sector that is ripe for AI-related innovation in Africa. In particular, he believes that the technology could prove vital in allowing small businesses to access the capital required to grow their operations – capital which, at the moment, they are often denied owing to a lack of collateral.

A study conducted by the investment group Investisseurs & Partenaires found that 40% of small and medium sized enterprises (SMEs) in Africa identified “accessing finance” as the main obstacle to higher growth. The current funding gap is estimated to be more than $140bn. However, AI solutions might provide an answer.

“Most businesses do not have access to loans from banks – and that is because a lot of loans are based on collateral, and most people do not have a big house to collateralise,” Tsado tells African Business.

“But with AI, you can understand a person’s spending partners and use that information to provide loans that will be transformational for the economy. Africa needs to spend about $100bn every year on infrastructure to reach its goals. AI could be the way to get there.”

A dearth of funding and talent

While the potential of AI solutions on the continent certainly appears to be significant, there is a major issue that could prove an obstacle to the industry’s growth – funding. Last year, total venture capital funding in Africa stood at $3.5bn, representing a 46% drop from 2022. While this largely mirrored global trends, with funding drying up amid a more challenging macroeconomic environment, Africa has a tougher task in attracting investment in its AI space given the extent to which resources are concentrated in more developed markets. 60% of top-tier AI researchers are in the US alone, which has seen almost $250bn in private funding.

How can Africa attract some of this cash? Tsado thinks that Africa offers “huge opportunities” to venture capital funds and foreign investors. In particular, he believes that AI solutions in Africa have the potential to be much more socially and economically “transformational” than in more developed markets, something which could encourage greater investment flows.

“I was talking to an investor recently, and the fellow was talking about Singapore, and how AI is trying to solve problems such as “how do I receive my food in 30 minutes rather than an hour?” That is the kind of problem that AI is being used for in these markets,” he says.

“But in Africa, AI is being deployed to identify diseases on crops and plants, which is transformational for farmers. We are seeing similarly important things in the health or financial space. AI in Africa can be transformational for hundreds of millions of people – that is a big thing to invest in.”

Seghrouchini agrees that Africa is home to “specific problems” whose importance could be an attraction to impact investors looking to help solve the big issues, as well as secure returns. However, she is also optimistic that “the AI solutions can then be generalised for export to other continents.”

“Africa can provide solutions that are very original and disruptive,” she says.

While more venture capital funding in Africa’s AI start-ups would certainly be welcome – and Tsado says that investors are starting to recognise the opportunities available in African markets – he also argues that it is important for the industry to work out how this cash can be used more efficiently.

Indeed, because African start-ups tend not to have their own AI-related infrastructure, Tsado says they mainly have to rely on cloud suppliers such as Amazon Web Services (AWS). This allows companies to access the required technology and build and scale AI applications without having the advanced in-house computing that would otherwise be needed. While the costs are relatively low by US or European standards, Tsado notes that the costs are significantly higher in Africa. This means that the continent’s start-ups, which are usually working on limited budgets in any case, are forced to spend a large proportion of their money just to access the technology – imposing a huge cost before they even start building their application, and reducing the amount of capital they can invest in human capital or growing their business.

“The cost of AWS, for example, continues to be extremely expensive. I was just talking to one of our experts in Kenya, and he said that even to play with a Gemini AI model [Google’s AI service] in Kenya, it could cost you $1,000 a month,” he explains.

“To hire a pretty decent engineer would cost you about $2,000 a month. So, it took him half the price of a full engineer just to do some R&D on one AI programme.” “Start-ups are receiving VC funding, but then they’re turning around and spending 50-80% of it on AWS because the cost structure does not make any sense. That is extremely bad. I think that we are only getting less than 10% of the innovation power of Africa because of a lack of access s [to such technologies],” Tsado tells African Business.

“We’re working with weak foundations. We need to get to a place where we have several computing clusters across Africa – that could dramatically reduce the costs for the start-ups so they can truly innovate.”

Data deficit

Another area Africa will need to get right, if the continent is to unleash the full potential of AI, is data. This is particularly important because AI tools are “trained” to make decisions based on datasets.

But information sourced from African countries and from individuals on the continent currently makes up a tiny proportion of the data being used by AI models. As a result, the systems are often not able to work properly or fairly in a specifically African context. One domain in which this has become especially apparent is that of social media, where the world’s tech giants have started to use AI to filter out illegal or disturbing content. But a lack of local language capabilities and other relevant data means that the tools are not as efficient in Africa as elsewhere. African citizens are therefore more at risk of harmful content than should be the case.

Similar trends have emerged in other fields of AI, too. Language models using AI have been found to be delivering potentially harmful medical information to black people, for example, while inaccuracies in facial recognition technology have also resulted in wrongful arrests. Both cases stem from a lack of data related to Africans or diaspora populations.

Vukosi Marivate, chair of data science at the University of Pretoria, believes that “this problem cannot be solved overnight” but thinks “that it might require some regulation to set minimum standards” that oblige tech firms to ensure their AI is working with the appropriate data.

“There was a request from the European Union to X [formerly Twitter] that forced the platform to disclose how their content moderation was working,” Marivate explains.

“It was very interesting to see that for some European languages – some of which were spoken by hundreds of thousands or millions of people – they had just one person familiar with the language working on content moderation. I have a feeling that, if you were to do the same thing in Latin America or Africa for more indigenous languages, the situation would be even worse.”

Tsado, who previously worked at Nvidia but left after raising concerns with its CEO about AI’s potentially harmful effects on minority groups, says that the answer to filling AI’s “blind spots” is to encourage more people in Africa to get involved with the technology – and thereby provide the data that would help create better outcomes for Africans.

“Engineers and scientists are not building AI tools and saying, “I’m going to use this to cause harm.” They are thinking, “oh my goodness, it is going to be very expensive to find this data and build this model – so I am just going to do it as easily as I can, push it out, and try to reap the benefits. “They try to find the data for free online, or they get stuff together by themselves, meaning the data ends up being only from groups similar to themselves,” Tsado says.

“If AI has been built solely from the US, and solely from the most elite institutions in the US, there are going to be huge blind spots. The tools they make will not take into account people who are not in those environments,” he adds. “When it comes to Africa, my message has always been that if you are worrying about the dangers of AI, that does not mean you should run away from it – that is the exact reason you should jump right into it and become builders.” “That is the way to have influence over the way AI is built – you can provide your inputs that would help reduce harm.”

A catalyst for education and jobs

While there are plenty of reasons to be optimistic about AI and the potential benefits it could bring to Africa, even its strongest proponents recognise that its introduction is likely to cause significant social and economic change. After all, citizens’ fears about job losses are not entirely unfounded. The African Development Bank has projected that, partly because of technological advancements, 100m young people on the continent will be unable to find work by 2030.

Seghrouchini thinks that governments across Africa should be focusing on “upskilling” to ensure these concerns are addressed.

“The AI industry needs to be as inclusive as possible,” she says. “We have to invest in education to upskill the population.”

Seghrouchini thinks that AI will be deployed through useful tools that complement human workers and improve outcomes, rather than eliminating the need for human labourers altogether. Tsado is of a similar view and argues that, should the technology be managed properly, the AI age could be a job creator rather than destroyer.

However, as Seghrouchini suggested, education is clearly required to ensure that workers are well-positioned to capitalise on the opportunities presented by AI.

“AI tools are going to create a lot more jobs. They are going to create a lot more access to spaces that were previously open only to experts,” Tsado says. “But people need to be open to change. In an ideal world, every employee would spend an hour every day learning about the new tools. I tell people, AI is not going to take your job, but someone who knows AI will take your job.”

Should Africa manage to address or minimise the risks associated with AI, the rewards could be great. The most optimistic vision for AI in Africa is one in which the continent uses digital technologies to “leapfrog” into an era of stronger and more inclusive economic growth.

That future is possible but far from inevitable. Africans’ legitimate fears about the onset of an AI revolution will only be addressed if governments and businesses succeed in demonstrating how the technology can be deployed in a positive way.

Seghrouchini thinks this is critical if Africa is to unlock the potential AI offers.

“We are in a situation where people are very afraid of AI,” she says. “We have to deliver a very positive message about AI because, without the support of the African people, the industry will not be able to develop.”
